In short, now any app that you want to use to download an APK (a file manager if you’re sideloading, Chrome if you’re downloading directly, third-party app store etc.) needs to be authorized to allow the installation of unknown apps. With that, however, comes a pretty large change in how you enable that installation in the first place. Instead, there’s more granular control over each app that provides better overall security for the whole phone. However, in the Oreo version of Google’s Android operating system, there’s no single setting that lets you control it.
